[AlaskaRC] Updated information about Elmendorf Base Access Passes

For those of you that have already picked up your JBER passes for Elmendorf access AND for those of you that will be doing so in the future...  I've posted the new information here:  http://www.akrcs.com/phpBB3/viewtopic.php?f=18&t=71
This info will also be available on the www.alaskarc.org<http://www.alaskarc.org> website when the webmaster gets it posted.

Quick note, if you have already picked up your (JBER) base pass - you will need to go back in and get the new version (DBID).  They will start issuing the new passes next week (Jan 24th).  They will be taking your fingerprints too.
